The Glynn County Board of Commissioners Finance Committee denied nine requests to refund penalties and interest paid on property taxes and directed requesters to pursue other remedies if available, the panel decided Thursday.
Deputy Tax Commissioner Alice Everett presented each request in turn and told commissioners the tax office used assessor values and followed statutory procedures when issuing bills. For several requests, Everett said taxpayers had paid after the due date; in one case a USPS postmark showed a payment arrived a day after the deadline. The tax office told the committee it was not negligent in performing its duties and provided supporting documentation for its determinations.
The items the committee denied were presented as individual requests from taxpayers and companies. The transcript records the following items, the amounts requested for refund, parcel numbers and the committee’s recorded outcome (all denials):

Across these items, Everett and other tax office staff repeatedly told commissioners that taxpayers are responsible for timely payments and that the office had followed its billing process; the tax office also said delays in the county’s millage and budget process had pushed a billing cycle later than the typical Nov. 15 deadline in the year under review, producing a cluster of refund requests related to that billing cycle. The tax office said it accepts USPS postmarks as evidence of timely payment but cited one instance in the record where the postmark dated a payment one day after the due date.
Each denial was approved by voice vote; the meeting record does not include individual roll-call votes. Several requesters did not appear in person. In one case (CSP Glencoe LLC) staff identified missing application materials and asked the requester to return with the complete paperwork.
The tax office closed the agenda items by asking commissioners to direct questions to staff if they had concerns; the office said staff copies of mailed documents and internal records were available to validate the office’s determinations.
