One council member moved to deny the ordinance but that motion failed for lack of second; another member moved to approve on second reading and the council approved the ordinance.
Supporters on council and staff said the administrative review is required by the state statute and that the ordinance creates a transparent administrative process with public notice and participation. Opponents urged more time to study the statutory language and recommended a council workshop before the new procedure takes effect.
