Kenneth Hansen, assistant secretary of the General Authority of South Central Pennsylvania and a representative of the York County Economic Alliance, told commissioners the financing is conduit debt and does not increase county indebtedness. "This is a conduit debt issuance. It does not increase the indebtedness of the county or the authority. It is solely the payment is solely responsible the responsibility of the college," Hansen said.
