County to extend juvenile pre-charge diversion subcontract briefly while state grant portal is fixed

Johnson County Social Services briefed supervisors on a proposed amendment to extend a subcontract with United Action for Youth (UAY) for the county’s juvenile pre-charge diversion coordination expansion program. The county had been a grantee for a pilot program that ran through Dec. 31; continued funds from juvenile court services (DCAP) are expected to resume but a contracting software problem at the state created a short funding gap.
County staff said the extension would bridge operations through Jan. 17 and that county dollars would cover the short interval, with a maximum county expenditure of approximately $1,900. Staff explained the gap resulted from the state’s transition to new grant software, which disrupted contracting and onboarding; they said UAY had underspent its state grant, allowing the county to use those available funds during the bridge.
Supervisors heard that the county has applied for continuation funding through juvenile court services for the period beginning July 1. No formal vote was recorded in the work session; staff presented the extension as an administrative step to prevent service interruption.
