County staff recommend Community Scale LLC for unincorporated-area housing assessment; proposed contract under budget

Planning and Development Services Director Josh Bazar and sustainability coordinator Becky briefed the Board of Supervisors on the selection of Community Scale LLC to complete a housing-assessment study focused on Johnson County’s unincorporated areas, manufactured-housing villages and small towns.
Becky told the board the project will analyze local housing stock, produce scenarios, propose immediate actionable strategies and supply digital deliverables compatible with county GIS. The consultant’s proposed fee is $145,340 inclusive of expenses, which the presenters said fits under the board’s previously approved $150,000 FY25 allocation.
The firm proposed an engagement strategy that includes three in-person trips, community workshops, focus groups (including manufactured-housing residents), one-on-one stakeholder interviews, a multilingual survey and an interactive online dashboard with maps and indicators. Presenters said the county will be able to take over the digital dashboard and GIS-compatible files after project completion.
Staff recommended the board authorize a contract and noted they expect the study to be completed within the calendar year, with a timeline designed to allow analysis of related metro-area work completed by Iowa City. Supervisors asked that contract language explicitly ensure the deliverables and dashboard are transferable to county control; staff committed to addressing that in the contract review.
