City of West Branch to assume maintenance responsibilities for Herbert Hoover roundabout under draft agreement

County engineers described a draft intergovernmental agreement with the City of West Branch that would transfer responsibility for operations and maintenance of the Herbert Hoover roundabout to the city and clarify long‑standing maintenance obligations for adjacent segments of Cedar‑Johnson Road.
Interim County Engineer Ed Bartels said the agreement formalizes work done as part of the joint project to construct the roundabout and replaces an older, mid‑20th‑century arrangement. Under the draft terms the city would accept responsibility for ongoing maintenance of the roundabout. The agreement also allows the city to designate a portion of the county road north of the roundabout as an “area of operation” for the purpose of applying for discretionary grant funding for improvements.
Bartels said the county will continue to maintain certain adjacent segments south of the roundabout (including a Level B road between the high school and other properties) and that the agreement aligns maintenance roles with the parties’ current operational needs. The draft was prepared with assistance from the county attorney’s office.

Board members said they were comfortable with the draft terms and asked staff to place the agreement on next week’s formal agenda for approval; the city has already approved the draft.
