Commission approves plan-development amendment to permit surface mining at Lloyd Lane property

The Glynn County Board of Commissioners on Feb. 20 approved an amendment to a planned development (PD) district to allow surface mining as a permitted use at 110 Lloyd Lane.
Christopher Carey, senior planner, described the location in west Glynn County adjacent to a local raceway and said the Mainland Planning Commission had unanimously recommended approval. Austin Chalmers of Robert Civil Engineering, representing the owner Golden Isles LLC, told commissioners the owner intends to enlarge a pond for private, family recreational use and would like the ability to sell dirt removed during the excavation to offset construction costs. Chalmers said the parcel had formerly been zoned in a manner that allowed surface mining before the early-2000s rezoning.
No members of the public spoke in opposition during the public hearing. A commissioner moved to approve the PD amendment (ZM-24-28) for the specified use and the motion carried by show of hands; Commissioner Tosteson indicated his affirmation during the roll call.
Why this matters: The change restores surface-mining as an allowed use for this PD parcel, enabling the landowner to excavate for a private pond and to sell excess material. The commission noted the action brought the PD text into alignment with the owner’s intended use.
Details: The parcel listed on the agenda was 02-03007. The applicant’s representative said the use is primarily for private recreation (family pond) with sales of excavated material as a secondary financial offset. The planning commission recommended approval.
