Glynn County denies rezone for 111 East Howard Drive after spot-zoning concerns

The Glynn County Board of Commissioners on Feb. 20 denied an application to rezone 111 East Howard Drive from single-family residential (R-12) to General Residential, a change the applicant said was requested to allow duplex construction.
Christopher Carey, senior planner with Glynn County Planning and Zoning, told the commission the property had been cleared after a previous structure burned and that a duplex conceptual plan had been submitted. Carey noted that if the property were rezoned to General Residential the allowed density would be 10 units per acre, which could permit up to four units on the site. He told the commission the Mainland Planning Commission had voted unanimously to recommend denial.
Commissioners discussed neighborhood concerns. When asked for the reasons behind the planning commission’s recommendation, Carey said the change “would be considered spot zoning,” explaining the request would make that parcel zoned differently than surrounding properties. No members of the public spoke in favor or in opposition during the public hearing.
A commissioner moved to deny the rezone application (ZM-24-24). The motion was seconded and the chair called for a show of hands; the motion to deny carried. The transcript records Commissioner Thomason voting in the affirmative; the roll call for other named commissioners was not recorded in the public transcript.
