Columbiana council approves 2025 budget and multiple ordinances; OKs emergency $2.5 million note for land acquisition

The Columbiana City Council on March 18 approved the city's 2025 budget and adopted several ordinances on second reading, then voted to adopt an emergency ordinance authorizing up to $2,500,000 in taxable non-tax revenue notes to finance a land-acquisition project.

Council approved the 2025 budget by roll call after a motion to adopt the budget was made and seconded. The council also completed second readings and recorded votes on a set of city ordinances covering 2025 appropriations, interfund transfers and salary settings for elected and appointed officials.

The meeting concluded formal business by passing Ordinance No. 25-0-3286 (emergency). The ordinance "authoriz[es] the issuance and sale of not to exceed $2,500,000 taxable land acquisition non tax revenue notes of the city under Section 13, Article VIII of the Ohio Constitution and chapter 165 of the Ohio Revised Code to pay cost of a project as defined in section 165.01 of the Ohio Revised Code," and includes provisions to pledge certain non-tax…
