County staff said the first contract updates a 2014 “return on environment” study to assess changes over the past decade in air and water quality, land use, wildlife, trails and parks and to measure economic effects of outdoor recreation including property values and agricultural benefits. Staff noted the proposal was roughly $100,000 and estimated an eight‑month project timeline to complete the update and support the county’s upcoming update to the livable landscapes plan.
A separate contract for two‑way communications covers annual maintenance for the county’s call‑answering and dispatch customer premises equipment (CPE). Staff said that maintenance is paid from the state’s 15% fund and is based on state contract pricing.
The committee also reviewed a proposed renewal with Urban Design Ventures LLC to serve as the county’s federal funding allocation consultant for HOME, Emergency Solutions Grant (ESG) and Community Development Block Grant (CDBG) programs. Staff said Urban Design Ventures provides annual CAPER preparation, environmental reviews, the fair housing plan and other HUD‑required regulatory work and that the firm had been the county’s consultant for about five years.
Committee members asked budget and schedule questions about the environment study and were told the open space initiative budget would fund the work. The transcript does not record formal award votes for these contracts; staff moved the items forward for council consideration.
