Cookeville awards $940,006 bid to Clary Construction for Minelik Creek waterline

The Cookeville City Council on March 6 voted unanimously to award the 2025 Minelik Creek waterline project to Clary Construction for $940,006, the low bid among four offers received.
Public Works staff member Mr. Turner described the project as the first phase of installing a new waterline from Tennessee Avenue to Holiday Road, replacing a 4-inch line acquired from Double Springs Utility District. Turner said the recommended construction would include about 4,300 feet of 12-inch line to enable installation of fire hydrants and future subdivision connections.
Turner recommended awarding the low bid to Clary Construction and answering council questions. The motion to award was made by Councilman Boggio and seconded by Vice Mayor Eldridge. The council voted five to zero to approve the award.
Why it matters: the new 12-inch line is intended to upgrade capacity, allow hydrant placement and support future development along the corridor. Turner said the project received four bids and that the low evaluated bid was $940,006 from Clary Construction.
