The City of North Miami Planning & Zoning Board unanimously approved a special exception (SE-2-25) to permit a private school at 401 NE 120th Street in the C-3 commercial zoning district.
Safi Vinemet, senior planning technician, told the board that staff had evaluated the application under Article 3, Division 5 (section 3-504) of the Land Development Regulations and found the proposal met all six required criteria. Vinemet said the site plan shows two ingress/egress points that should mitigate traffic congestion at peak pick-up and drop-off times, and that the site contains 32 parking spaces — more than the staff-calculated requirement of one space per employee (12 employees were noted in the staff report).
The applicant, Nadine Modestine, described a 22-year history serving children and families in South Florida and said the proposed facility would provide services and accreditation consistent with other programs she operates. “I've been in operation for 22 years serving children and families in South Florida,” Modestine said.
Staff recommended approval with conditions including: accessory programs (before/after care, tutoring and extracurriculars) must remain accessory to the private school use; the applicant must designate one-way movement for pick-up and drop-off to improve circulation; the applicant must comply with all city, state and federal requirements; and the applicant must obtain a Certificate of Use and Business Tax Receipt prior to opening.
The board opened the public hearing; no members of the public spoke in opposition. A motion to approve the special exception with staff conditions was moved and seconded; the roll call vote was unanimous in favor.
