Committee approves technical corrections for Department of Administration and Idaho Department of Lands budgets

The Joint Finance-Appropriations Committee approved two technical corrections affecting the Department of Administration and the Idaho Department of Lands.

Department of Administration Miss Lippitt, presenting for the Department of Administration, said the committee previously funded the governor’s housing stipend from the Permanent Building Fund — a fund established in code to support construction and maintenance of state facilities — and the proposed language clarifies that the funding may be used for the housing stipend as intended. A motion to accept the corrected language was adopted by unanimous consent and carried a due-pass recommendation.

Idaho Department of Lands Janet Jessup, budget and policy analyst with Legislative Services, described an inadvertent omission in motions adopted by the committee earlier (an enhancement that was included in the table but not the written motion). Jessup said the adjustment “netted to 0, so it wasn’t apparent.” Representative Manwaring moved a net-zero FY2026 correction that included salary-split adjustments requested by the Department of Lands; the motion passed by roll call (total 20 ayes, 0 nays).

Why it matters Both items were described as technical fixes that do not change the overall appropriations or ongoing general-fund obligations. Jessup and other analysts told the committee there is no ongoing impact to the general fund, and the total FTE allocated to the department is unaffected.
