The Mississippi Department of Marine Resources told commissioners March 18 that the department has contracted the Horn Group to evaluate sealed proposals for own-bottom leases and expected a staff recommendation within about a month.
The director said that all proposal packets were sealed and forwarded to the Horn Group, which will assess proposals against established scoring criteria and produce geographic information system (GIS) grade maps for each area. A separate financial review was completed by a group the director referenced as "P W L" and later associated with "Phillips." That firm provided financial grades that were then transmitted to the Horn Group for inclusion in the overall scoring.
"Horn Group will put everything together and then they will come back and they will tell us and then they'll do the GIS as to, you know, each area to what it is and they'll put them at the grade them together," the director said. The director added the department plans to wait for the outcome of pending bill 2263 before advancing final lease actions.
Commissioners asked procedural questions but the meeting produced no formal vote on awards; the timeline for recommendations depends on Horn Group’s review and the legislative status of related bills, the director said.
