The Henry County Board of Commissioners approved a resolution to award RFP 25‑32 for a countywide comprehensive strategic plan to KL Scott and Associates LLC of Atlanta for $395,772.
County staff said the project will produce a 15–20 year strategic roadmap, include robust citizen engagement (in‑person town halls, online surveys and field outreach), and result in annual status updates tied to county actions and budgets. Staff told commissioners funding will come from existing professional services budgets pooled across departments.
At the meeting, the county presenter described the planning effort as a long‑term commitment that will align departmental work to a common vision and provide an annual review mechanism. "We're gonna have an annual approval of this. So you're gonna see every year what's been accomplished based off the plans and objectives," the presenter said, summarizing how the plan will be used to track progress.
Board members asked about public participation and plan maintenance. Commissioners were told the consultant and county staff will hold town halls in each commission district and that the plan will be updated regularly as conditions change; staff characterized the work as a continuing effort rather than a one‑time document.
Commissioner Anglin moved to approve the resolution; Vice Chair Annie Robinson seconded. The motion carried without opposition.
