The Henry County Board of Commissioners on March 18 approved a 30-day moratorium on accepting rezoning applications to residential zoning districts, effective immediately and set to expire at midnight on April 17 unless extended after a public hearing.
County staff told the board the temporary halt is intended to prevent a rush of applications that could evade forthcoming changes to the Unified Land Development Code being prepared with consultant TSW and to align zoning rules with the county's 2045 comprehensive plan. The moratorium applies only to applications seeking rezoning to residential districts as defined in the county's ULDC and does not affect nonresidential land-use applications.
Planning staff advised that already-filed and duly accepted applications with fees paid will continue through the review process and will be heard by the Zoning Advisory Board and the board of commissioners. Staff and at least one board member said roughly 30 to 40 residential rezoning applications were pending at the time of the vote.
The board planned a follow-up, law‑compliant public hearing on the topic at its regular meeting on April 15, 2025; staff was authorized to run the required legal ad. The resolution states the short moratorium may be followed by a longer moratorium after that public hearing, or be terminated earlier by board action.
No individual vote tally or named mover/second for the final motion was recorded on the public transcript; the board recorded the motion as approved.
