Staff proposes flag-lot code changes to improve buildability, safety and sprinkler rules

Planning staff presented an update to Provo’s flag-lot standards on Jan. 14 aimed at improving development flexibility and safety.
Dustin Wright said the amendment would shorten required flagpole lengths and allow adjacent flag lots to share a narrower drive aisle (reducing a combined 40-foot width to as little as 25 feet in some configurations). The change is intended to allow more properties to use flag-lot configurations and to increase land-use efficiency while reducing driveway conflicts with pedestrians.
Wright said staff coordinated the update with the fire marshal. The fire department recommended that homes located more than 200 feet from a public street include a turnaround and be equipped with fire sprinklers; those requirements would not apply to all flag lots, only to lots with long drive setbacks that impede fire response.
Wright said the planning commission forwarded the amendment to the council with a positive recommendation. The work meeting discussion focused on how often staff sees flag-lot applications and how the changes would affect public-safety access. No final ordinance was adopted at the meeting.
