Councilors hear annexation petition for 15.6-acre Lakeview North site; school district says no purchase plans

Planning staff presented an ordinance Jan. 14 to annex roughly 15.6 acres in the Lakeview North neighborhood, located near 1000 North Lakeview Parkway. Jessica Danique Donachy explained the parcel group includes three parcels: one owned by the school district (part of a high-school parking lot) and two owned by Provo City.
Donachy said the area is shown as residential on the city’s future land-use map. If annexed, the next procedural steps would be a rezone, concept plan and then a project plan before development could begin.
Councilor Becky Bogdan said she checked with the school district and the superintendent. Bogdan reported the district has no present plans to purchase the parcel or expand parking: the district’s staff reviewed capacity and boundaries and said school parking and growth projections do not require buying the site. Bogdan also said the district would present a public boundary study in February (first meeting Feb. 11), which will make enrollment and boundary planning public.
Staff noted that safe-routes and crosswalk-beacon requests were raised in public comment and that police and school-district staff did not report safety-system deficiencies. Donachy said planning commission had reviewed the annexation and forwarded it to council with a positive recommendation; no final annexation ordinance vote was taken at the Jan. 14 work meeting.
