Council restores funds and approves carryforward items, including allocations for parks and park maintenance

On March 18 the Town Council approved a budget amendment and carryforward ordinance on first reading that reallocates prior‑year balances and funds a set of staff‑recommended priorities. Key elements reinstated funds for the Miami Lakes Optimist Park (MLOP) capital account, funded mini‑park repairs, provided money for sidewalk repair, and added several studies including an impact‑fee study and a renewable energy feasibility study.
Vice Mayor Brian Moreira and other council members described the amendment as a corrective measure that restores capital accounts previously reduced, including a large line item to reinstate MLOP capital funding. Council members also directed staff to continue work on a multi‑phase parks capital program; phases 2 and 3 will continue work begun under phase 1 that had already been underway. Staff presented a checklist of 28 recommended carryforward items and said many of them are restorations rather than brand‑new spending.
The amendment also funds a professional impact‑fee study (to evaluate whether Miami Lakes should adopt a town‑specific impact fee structure rather than relying on the county ordinance), a salary/compensation study of town positions, and a renewable energy feasibility study to analyze fleet electrification, charging infrastructure and potential building‑level alternative energy options. Council members asked staff to evaluate lower‑cost options where appropriate and to provide cost/benefit details when studies are proposed.
Public commenters urged quick work on Optimist Park repairs and upgrades. Several residents, park volunteers and former park volunteers described deterioration at the athletic fields, playgrounds and restrooms and urged the council to restore previously diverted funds. Multiple speakers asked that the long‑planned renovation be prioritized and that any renovation plans be cost‑sensible.
Council approved the ordinance on first reading and amended the order of recommended carryforward priorities at the meeting; staff will return with final ordinance language and implementation details as the budget process proceeds.
