Melissa McNally, community grant administrator, presented a request to appropriate $20,115 in the general fund to pay the third post-performance half-percent sales-tax increment for the Shops at Riverwoods under the district’s 2018 incentive agreement (effective date listed in presentation: Sept. 22, 2021). McNally said the agreement runs 15 years or until total payments reach $1.5 million, whichever comes sooner.
McNally then presented a similar appropriation request for $84,784 to Parkway Village under a 2016 agreement that became effective in 2017. She said the Parkway Village payment covers six years of post-performance increment under a 10‑year agreement; the full agreement sunsets either in 2027 or when payments reach the contract maximum.
Councilors praised staff for providing clearer financial breakdowns in the packet and asked for no changes to the summary. McNally and staff indicated the resolutions will be scheduled for council action at the next regular meeting cycle; no formal votes were recorded at the work session.
The city’s presentations included sales-tax performance numbers and reminder language that the incentive agreements specify incremental sales above a baseline and that city staff provide the formal reconciliation prior to council appropriation. McNally said staff will place both items on the council agenda within the coming weeks.
