Provo City creates Airport Department and confirms Brian Torgerson as director

Mayor Michelle Kaffoussi presented an ordinance creating a new, standalone Provo Airport Department and recommended council consent for Brian Torgerson as the airport’s first department director. "The Provo Airport is bigger than any of us. It is a community asset that transcends Provo," Mayor Kaffoussi said, recommending the department and Torgerson for the role.
Council members asked for public comment; none spoke against the changes. The council voted on the implied motion to adopt the ordinance creating the department and recorded seven affirmative votes. Chair Garrett, Vice Chair Whipple and councilors Bogdan, Christiansen, Hanley, Hoban and McKay voted yes. The motion passed 7–0.
The council next voted to consent to the mayor’s appointment of Brian Torgerson as airport director. Mayor Kaffoussi described Torgerson’s role since November 2021 as airport division director and called his leadership “pivotal” in the facility’s recent expansion. The council again voted 7–0 to confirm the appointment. Following the vote the council conducted a ceremonial swearing-in and Torgerson addressed the council and public, thanking staff and family.
No substantive conditions or amendments to the ordinances or appointment were recorded during the council votes. The council did not reserve further discussion and no formal challenges were recorded.
