Thurston County commissioners approved a 10‑year nonexclusive franchise for the Woodard Place Water Company to construct, operate and maintain a water distribution line beneath South Bay Road.
County Engineer Matt Unzelman summarized the application, noting the franchise would allow installation of a water line under South Bay Road to connect residents to a community well system on the opposite side of the road. Staff recommended approval after technical review and stated they had received no public comment prior to the hearing.
There were no public speakers in the room or online. The board closed the public hearing, accepted the application and approved a resolution granting the franchise for a 10‑year term; the motion passed unanimously.
The resolution authorizes the use of the specified county right‑of‑way subject to standard franchise conditions; county staff will finalize the franchise documentation.
