County grants 10‑year nonexclusive franchise to Dana Passage Water System for right‑of‑way water lines

County Engineer Matt Unzelman presented the application and said staff reviewed the franchise request and recommended approval. The system covers nearly three miles of PVC pipe and 79 customer connections on a set of named streets in the Dana Passage neighborhood. Unzelman said staff had not received public comment on the application prior to the hearing.
Julie Parker, assistant general manager at Thurston PUD, testified by Zoom that Thurston PUD supports the franchise application and noted the utility is working with Dana Passage and may serve as the water manager in the future.
Following the public hearing and the lack of objections, the board moved to close the hearing, accept the application and adopted a resolution granting the nonexclusive franchise for a 10‑year term. Commissioner Carolina Mejia thanked staff and community members for collaboration in the process.
The resolution authorizes use of county right‑of‑way for the distribution line locations listed in the staff presentation; commissioners did not specify additional conditions beyond the standard franchise terms listed in the staff packet.
