Thurston County commissioners approved a $49,275 contract with Catholic Community Services to provide emergency shelter bed nights for eligible homeless veterans.
Mark Moffett, program manager for social services in Public Health and Social Services, explained the county’s ongoing relationship with Catholic Community Services and described how the agreement is used to meet veterans “where and when they’re able.” He said veterans constitute a substantial portion of the county’s point‑in‑time homelessness counts and that the contract allows the county to refer veterans to Catholic Community Services for up to three bed nights per veteran at the Drexel House emergency shelter.
Moffett told commissioners that last year the county used 543 of those bed nights, which provided a bed, a shower, a meal and a connection to additional resources. The contract is structured as fee‑for‑service; staff said payment occurs only when a veteran actually stays. Moffett calculated the per‑night cost at about $45 per bed night.
The board voted to authorize the director of Public Health and Social Services to sign the agreement and any amendments that do not exceed 10%. The motion carried unanimously.
The contract period was presented at the meeting as covering 2025 (staff stated start and end dates during the motion). The agreement focuses on short‑term shelter nights and referral to services; it does not create a new permanent bed capacity or alter shelter licensing rules.
