Montgomery council approves licenses, appointments and program resolutions; housing authority appointment held for later review

The Montgomery City Council unanimously approved a series of routine and program resolutions at its meeting, covering licenses, municipal board appointments, nuisance abatements and grant applications.

Consent agenda and license approvals: the council adopted the work session minutes for March 4, 2025 and approved consent agenda items 1–3. The council approved applications for restaurant retail liquor for Rick and Mose (representative for the application: Richard Kumar Patel) and a lounge retail class 1 license for a business represented by Rodney Price. Public hearings were opened for applications and, where no opposition appeared, council members moved to suspend the rules and adopt the resolutions.

Program applications and appointments: the council adopted a resolution authorizing application and execution of documents for the AmeriCorps Senior Foster Grandparent Program continuation. The council also approved multiple appointments and reappointments: Jessica Grove to the Montgomery Plains City Commission (item 10), Martin Jackson to the museum board (item 11) and the reappointment of Q. D. Ray Hayes to the Parks and Recreation Board (item 12).

Housing authority appointment held: Councilors held item 13 — a housing authority board appointment — to allow further discussion about whether the seat should rotate among districts that contain housing authority residences. Council members said HUD rules require the housing authority to have a resident representative; councilors requested written bylaws clarifying rotation to avoid concentrating the appointment in a single district.

Nuisance and demolition actions: the council adopted a demolition authorization citing the Code of Alabama section 11‑53‑81 for the removal of unsafe structures, designated nuisance abatement agents and authorized assessments for vacant public nuisance lots on various parcels. The council also approved a resolution authorizing negotiation of a five‑year contract to lease or purchase automated external defibrillators (AEDs) through a vendor (described as Striker) for city facilities; the resolution described a five‑year arrangement not to exceed $1,000,500 with annual cost figures referenced at $534,000 per year in the presentation. Fire department staff said AEDs will be placed in all city facilities including City Hall, the library, the museum and fleet management buildings.

Community appropriations: councilors approved numerous small community allocations from discretionary/contingency funds, naming organizations and amounts during the meeting record. Examples announced individually included $500 for golf protection in District 6, $2,000 for Independent Resources, $1,000 for the Montgomery Sheriff’s Department golf tournament, $3,000 for Billingsley Place Homeowners Association and multiple $1,000 and $2,500 allocations to local nonprofits and events. Councilors moved and adopted these allocations on the record during the meeting; council votes were recorded as unanimous.

Votes and procedures: most motions were made to suspend the rules where required and then to adopt; the transcript records unanimous support for the bulk of items. For items where public hearings were required, the transcript shows staff opening the hearings, asking for opponents, and then closing the hearings when no one spoke against the applications.

The council did not adopt a written revision to bylaws governing housing authority board appointments at this meeting; members asked staff to prepare language for future consideration.
