The rezoning was a village‑initiated cleanup after a forced annexation. Staff told the board the subject parcel is a small corner of the overall roughly 7‑acre Restaurant Depot lot and was developed in 1970 as a small sanitary sewer facility; it remained unincorporated even after the remainder of the site was developed. Because the parcel is wholly bounded by the village corporate limits it met statutory conditions for forced annexation, which the village board approved on March 3, 2025, staff reported.
The petitioner is listed as JMDH Real Estate of Gurnee LLC; Tamika Banks represented Restaurant Depot at the hearing but made no substantive remarks beyond offering to answer questions. The public hearing was opened as a formality and then closed with no public comment. Planning staff characterized the request as a straightforward rezoning to make the parcel’s zoning consistent with the rest of the lot.
A board member moved to forward a favorable recommendation to the village board; the motion was seconded. Roll call votes recorded Mr. Campbell — aye; Morgan — yes; Northoff — aye; Taft — aye; Martin — aye; Ware — aye; and Zulu — aye. The board chair stated the motion carries. The recommendation will go to the village board when staff can place it on an upcoming agenda.
