Finance committee recommends approval of four liquor-license applications, including a parked license transfer for Green Door

The Cheyenne Finance Committee on March 18 recommended that the City Council approve a transfer and several liquor-license applications, including a transfer of a parked retail license for F and G Corporation doing business as the Green Door.
Kylie Soden, city clerk, told the committee the transfer request for the Green Door — moving a parked retail liquor license from 301 (316) East Lincoln Way to 255 Story Boulevard — “has been reviewed by the Wyoming Liquor Division and the city clerk’s office, and requirements for the transfer have been met.”
The committee’s vote followed questions about the license’s future use and local setback rules. Ben Trawein, a representative of F and G Corporation, said he is holding the license at his office at 255 Story Boulevard after the original building was sold and that his intent is to sell the license or possibly open it elsewhere. “We are holding it at my current office building 255 Story Boulevard in order to sell the license or perhaps open at another location,” Trawein said.
Charles Bloom, planning development director, clarified that city code setback separations apply to certain uses. “There are setback separations from churches and schools and parks … It has to be at least 1,000 feet from those uses. This location is not able to meet that criteria, so it would not be allowed to be reestablished at this location,” Bloom said, referring to the prior adult-entertainment use at the East Lincoln Way property.
Committee members also considered three restaurant-license matters that staff said met application requirements. Lee Soudin, city clerk, summarized an application for a restaurant liquor license for Frontier Trampoline Park at 3501 East Lincoln Way, Suite B; Ashley Hodge, a co-owner, said the business plans to sell prepackaged canned beer in limited viewing/party-room areas and will use wristbands and staff controls to prevent intoxicated patrons from using trampolines. “We plan on just giving black wristbands to the adults that have beverages, and that will be able to allow us and our staff to realize if there was an adult actually on the trampolines or not,” Hodge said.
Christopher Thompson and Mitchell Weaver appeared as representatives for Thompson Weaver LLC, d/b/a Parkway Pizza (3753 East Lincoln Way, B6); staff said the Parkway Pizza application met review requirements.
After public comment was called and none was offered, the committee moved each item forward by voice vote. Motions were made and seconded for each application; the committee’s recommendation for the Monday City Council meeting in each case was to approve.
Clarifying details recorded in the record include that the Green Door’s parked license was moved because the original property was sold, the city clerk and Wyoming Liquor Division reviewed the transfer and renewal applications, and that city code requires a 1,000-foot setback for certain uses (as explained by planning staff).
