Commissioners approve rezoning to allow United Way childcare at church property

Clinton County commissioners on March 18 approved LUPAC case 0325387, rezoning five acres from agricultural to neighborhood business to allow a leased, nonreligious childcare operation at an existing church north-northwest of town.
Liz, area plan commission staff, told the board the Plan Commission had favorably recommended the rezoning. She said the church property had housed a church-operated daycare in the past and that United Way plans to rent space and operate a childcare program under a lease; County staff described the United Way use as a nonreligious accessory use that requires the rezoning to neighborhood business in order to proceed.
“The church remains a permitted use and then there's a path to approval for the daycare as well,” Liz said. No objectors were present at the Plan Commission hearing, she added.
The board voted 3-0 to adopt the LUPAC recommendation (LUPAC 0325387) and the referenced ordinance 2025-01. County staff said final rezoning will be effective after required paperwork is completed and returned to planning staff.
