Planning staff recommended BC zoning consistent with the city’s comprehensive plan and told council a traffic impact study will be required when specific future development plans are submitted. Engineering staff and the developer discussed sewer timing: city sewer is not adjacent to the parcel, and the applicant proposed a temporary pressure sewer tie until the main sewer extension on Ustick is built.
Council attached conditions the developer accepted, including dedication of right of way along Franklin and Ustick per city standards, design‑review compliance for building and landscaping, coordination on sewer and other utilities, and a requirement to provide cross‑access with adjacent commercial parcels in the future to avoid multiple separate access points near the intersection.
