Temple ISD trustees approve policy changes, senior leadership contracts and cancel two trustee races

Temple ISD Board of Trustees on March 17, 2025 approved a set of administrative and policy actions, including certification of unopposed candidates for Trustee Districts 1 and 6, an order canceling the elections for those districts, two-year contracts for the district’s senior leadership team, and adoption of local policy changes included in Update 01/24.
The actions matter because the policy changes alter district procedures on financial-fraud reporting, intellectual property use, employee possession of electronic vaporizing devices, abuse-reporting details, and create a vehicle for the board to designate a school marshal exempt from the firearms prohibition. The senior leadership contracts lock in two-year, noncertified agreements for the district’s top administrators.
The board handled several items by voice vote and by unanimous consent. Votes and formal actions recorded in the meeting were as follows.
Certification of unopposed candidates and election cancellation Board Trustees certified the unopposed candidates for Trustee Districts 1 and 6 and approved an order cancelling the trustee elections for those districts. The certification motion was made by Board Trustee Gaines and seconded by Mrs. Cook; the board approved the certification and then approved the order of cancellation following a motion by Mrs. Myers, seconded by Mr. Gaines. Both measures passed by voice vote.
Senior leadership contracts The board approved two-year, noncertified contracts for members of the senior leadership team: Lisa Adams, Kent Boyd, Eric Hagerberg, Renata Rogers, Brandy Stanford, Donna Ward and Vance Willis. The motion to approve the contracts was made by Mrs. Myers and seconded by Miss Suarez; the motion passed by voice vote.
Board policy update 01/24 Trustees approved local policy changes packaged as Update 01/24. Key local policy changes discussed in the presentation included: - CAA Local: removal of a superintendent "or designee" clause to emphasize the superintendent’s role in handling financial fraud reporting; - CV Local: clarifications on district intellectual property and copyrighted material, including musical and visual works; - DH Local: an extension to allow the board to designate a school marshal exempt from the district’s firearms prohibition; - FFG Local: requiring reporters of abuse to provide their name, phone number and employer/school district while maintaining confidentiality of the report; - GKA Local: adding electronic vaporizing devices to items employees are prohibited from possessing at school.
Mrs. Cook moved to approve the local policy changes; Mr. Gaines seconded. The motion passed by voice vote.
Consent agenda and other routine approvals The board approved consent items A through G3 as a package after a motion by Mr. Gaines and a second by Mrs. Cook. The consent motion passed by voice vote.
What’s next The approved policies take effect according to the district’s policy timeline and administrative implementation procedures. The superintendent and administrative staff will follow up on contract execution for the senior leadership team and the administrative changes required by Update 01/24.
