Committee approves mutual-aid bill for county clerks to maintain services during office closures

The Transportation and Safety Committee unanimously passed Senate Bill 660, which creates a formal, written mechanism for county clerks to request mutual-aid assistance from neighboring county clerk offices during temporary closures caused by natural disasters, public-health emergencies, or other short-term interruptions.
Sponsor Senator Hensley told the committee the measure was brought by county clerks and the County Officials Association and would permit a clerk to request help in writing by mail, electronic mail or fax and must specify the requested period of assistance. The legislative intent is to provide a legal avenue to continue services to constituents during a closure.
Senators and the chair noted recent disasters, including Hurricane Helene, as examples of when clerk offices might be closed precisely when constituents need services most. The bill was amended in committee prior to adoption; the clerk recorded nine ayes and the bill was placed on the calendar.
The sponsor requested an affirmative vote, saying the bill would help county clerks and constituents obtain necessary services during emergencies.
