ESU presents annual MS4 stormwater program update to board

Kankakee City Environmental Services Utility staff presented the required annual Municipal Separate Storm Sewer System (MS4) update March 17, describing the six minimum control measures the city follows to limit pollution entering the Kankakee River.
Sewer superintendent Zach (presenting) reminded the board that the storm system discharges directly to the river while sanitary sewer flows go to the wastewater plant. He outlined the six EPA-required control measures: public education and outreach; public involvement and participation; illicit discharge detection and elimination (including industry outfall inspections and creek surveys); construction site stormwater runoff control; post-construction stormwater management for new development/redevelopment; and pollution prevention/good housekeeping for municipal operations.
As examples of municipal actions, Zach cited coordinated public-education materials (coloring books, social-media outreach), industry outfall inspection work by lab and sewer staff, ongoing enforcement and inspection through the city engineer’s stormwater pollution protection plan (SWPPP) for construction projects, street sweeping that picked up 64,000 pounds of debris on recent sweeps, and training for proper salt application to reduce runoff. He also noted the city works to find and sever storm–sanitary cross-connections when they are discovered.
The presentation served as the annual public update; no action was required and no executive session was requested.
