DuPage County committee approves contracts, township police agreements, budget transfer and traffic-enforcement grant

DuPage County’s Judicial and Public Safety Committee approved a series of routine procurement contracts, intergovernmental agreements for police services, a budget transfer to cover grant-funded salaries and a traffic-enforcement grant during its March 18 meeting.

The committee voted to approve a contract purchase order to West Publishing Corp., doing business as Thomson Reuters West, for 50 Westlaw Edge online legal-research passwords for the period April 1, 2025, through March 31, 2030, for a total amount not to exceed $155,328. The committee also approved a contract to Logicalis Inc. for IBM Passport software for the circuit clerk for the period April 1, 2025, through March 31, 2026, for a total of $104,889.33.

Committee members combined several resolution items and approved intergovernmental agreements for police services with Bloomingdale Township ($140,298.44 for April 1, 2025–March 31, 2026), Milton Township ($280,596.88 for April 1, 2025–March 31, 2026), Wayne Township ($140,298.44 for April 1, 2025–March 31, 2026) and York Township ($140,298.44 for April 1, 2025–March 31, 2026).

The committee approved a budget transfer of $64,733 to cover salaries through the end of a grant year that ends June 30, 2025. Staff explained these are grant-funded positions whose original grant contract dates and projections (the contract was signed in 2020) did not fully anticipate subsequent cost-of-living adjustments and merit increases, so the transfer is a year‑end “true up.”

The committee also approved Grant Project Number JPS-726 (GPN 04-25), a sustained traffic enforcement program grant from the Illinois Department of Transportation and the U.S. Department of Transportation in the amount of $39,294.48 (program year 26).
