At the March 17 pre-council meeting the council moved to enter closed session “to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation,” and the motion was seconded.
The roll-call vote as recorded at the meeting was unanimous in the affirmative. Members recorded as voting "aye" included Mayor Terry Darcy and the council members present. The meeting adjourned to closed session after the vote.
The motion and vote were procedural; the pre-council minutes did not include substantive discussion of the closed-session topics in open session.
