Senate committee advances bill expanding which wartime service counts toward Florida Retirement System credit

The bill would move the initial date of employment for eligibility from before Jan. 1, 1987, to before March 1, 2025, and expand the statutory definition of "veteran" to include service during Operations New Dawn, Inherent Resolve, Freedom Sentinel and Enduring Sentinel. That change would allow members of the FRS who served during those operations to use that time toward credible service for retirement purposes.
Why it matters: Advocates told the committee the change is intended to close a gap that leaves veterans who served in more recent conflicts unable to purchase wartime service credit that earlier generations could buy. Supporters described the change as equity for veterans whose service postdates the statute's current scope.
Ben Caldas, a captain with Metro Dade Firefighters and a veteran, testified in support, saying, "Expanding military service credit within the Florida Retirement System makes it possible for veterans to receive that particular benefit that they earned and rightfully deserve." Dr. Elio Perez, a psychiatric mental health practitioner, Metro Dade lieutenant and combat veteran, told the committee the bill is not partisan but a measure of fairness: "This bill seeks to correct that. It ensures that the same retirement credit given to past warriors is extended to those who served in more recent wars."
Committee members voiced broad support during debate on the measure. Senator Collins, Senator Shreve and others commented that the change was overdue and described the bill as a modest cost and the right policy. There were no recorded objections during debate.
Formal action: The committee took a roll-call vote and reported SB 684 favorably. Senators Burgess, Jones, Sharif, Trunow, Vice Chair Collins and Chair Wright were recorded as voting "Yes." The committee recorded the bill as reported favorably.
The committee did not set an enactment date. The bill will move to the next committee or the Senate calendar for further consideration.
