City staff recommend Submittable for online grants platform to modernize incentive programs

The city's community and economic development staff on March 18 recommended that the mayor and city council authorize a three‑year contract with Submittable to create an online grant management portal for city incentive programs.
Chris Summerlin, presenting the procurement background, said the RFP produced eight proposals and the review panel selected Submittable as the best and lowest‑cost qualified bidder. He told the council the platform is customizable, scalable and provides real‑time application tracking. "Staff are recommending this vendor for a couple of reasons. First and foremost, they are the lowest cost proposal among qualified bidders," Summerlin said.
Funding for the purchase will come from the DCED budget line for computer software and supplies. Staff said they would place a consent‑agenda contract award on the regular meeting agenda for council action.
