Nonprofit Kestrel urges Beverly to adopt an ecological literacy plan to guide local decisions

Kestrel Educational Adventures, represented by founder Jessica Cagle and volunteer wildlife biologist Kyla Constant, presented to the Beverly City Council a proposal for an "ecological literacy plan" for the city.
Presentation highlights: Cagle and Constant focused their 15-minute presentation on three priority topics they said are important to ecosystem function and residents well-being: native trees, breeding amphibians (vernal-pool breeders), and predators. "Decisions that take specific species of living things into account," Cagle said, "help produce better policy and stronger connections between residents and New England nature."
Native trees: Presenters emphasized benefits of native species such as American beech, yellow/black birch and black cherry, noting their ecological role as food and habitat. Cagle said native trees are adapted to local conditions and have co-evolved with wildlife.
Amphibians and migration risks: Kyla Constant described the annual spring migrations of wood frogs, spotted salamanders and other species from woodlands to temporary vernal pools for breeding. She warned that road crossings during these mass migrations can kill migrating amphibians quickly without traffic management, explaining that some municipalities close roads during "big nights" to protect populations. "Without good traffic management, you can wipe out an entire population in, like, 2 nights," Constant said.
Predators and toxicants: Presenters noted predators (coyote, fisher, raptors) are ecologically valuable and disproportionately affected by second-generation anticoagulant rodenticides. They urged caution in the use of chemical pest control and suggested outreach and education to reduce incidental poisoning of raptors and mesopredators.
Recommendations: Kestrel asked the city to consider creating an ecological literacy plan that would include public outreach events, expanded use of trails and public lands for nature learning, and a community nature center or a home base for informal nature education. They also offered to share videos and photographic evidence of local species and migration nights for council review.
Council response and next steps: Councilors thanked Kestrel for the timely presentation; the presenters offered to share videos and to be a resource for follow-up. No formal action was taken; the presentation was received by the council.
