City planners and Habitat for Humanity representatives on March 18 described a proposed pedestrian easement that would allow construction of a sidewalk behind a drainage swale on single‑family lots created as part of the McCleary Hill development.
Marty Brubaker, representing Habitat for Humanity, explained that the original development plan called for a sidewalk along West Washington Street but a 4‑ to 5‑foot drainage swale lies between the lots and the road, complicating lead‑walk construction. "If you move it back onto these lots, it's not in the public right away," staff said, so Habitat proposed granting a pedestrian easement so the public could use the sidewalk despite it being technically on private lots.
Staff reported the housing authority (Sean Griffith) indicated it will provide maintenance along the general area of the sidewalk, and Habitat is paying for design and construction. Councilmembers asked whether the state or private owners would maintain the swale and whether existing sidewalk sections would be removed and replaced as part of the work; staff said the state right‑of‑way and housing authority maintenance responsibilities are being coordinated and that some existing cracked sidewalk would be removed and replaced.
Staff said the pedestrian easement would be presented to the council on the regular meeting agenda for formal acceptance.
