Board hears update on bus contract: insurance shift, proposed per-route payment and budget implications

District staff told the Rutherford County School System board that a state-law change now requires bus contractors to carry their own insurance, and staff presented a proposed contract adjustment that would pay contractors $4,000 per bus route to offset premium costs.
Under the prior arrangement the district provided insurance; staff said the state legislature last year altered that framework and the draft contract includes the $4,000-per-route payment after reviewing quotes from local agents. Staff estimated that the $4,000 per-route payment would total roughly $1.3 million across the district's routes and would add about 2.5 percentage points to overall contractor rate increases when measured against the draft budget scenarios.
Budget staff said the district could likely fund a contractor-rate increase in a range between 10% and 15% overall and noted that including the $4,000-per-route payment would push the total toward the upper end of that range. Staff cautioned that these increases still must be reconciled with county bond and budget limits and with the county commission's final decisions.
The board attorney and staff said contract language was changed in response to contractor comments but that mileage and seat-rate increases remain an open issue to be decided by the board. The draft contract and related numbers were provided as part of the agenda packet and the board scheduled a work-session meeting with bus contractors following the public session to continue negotiations and answer contractor questions.
No contract vote was taken during the work session. Staff requested direction and said the finalized contract and any board action would be on the upcoming regular meeting agenda.
