The City of Oshkosh Plan Commission approved a design alteration review for a third‑story addition at 600 Oregon Street, and members discussed material compatibility and how the addition will be perceived from the street.
Planning staff described the site as a mixed commercial‑residential development in the central mixed use (CMU) district. The applicant proposed a small third‑story addition — described as a penthouse-like space about 9 feet high — to be accessed by an internal spiral stair and used as flexible amenity space for one second‑floor unit. The proposed exterior would use horizontal lap siding in a brown tone intended to be contextual with the existing brick facades and with siding on a nearby approved garage building.
Staff noted CMU design standards require building materials be compatible with neighboring buildings and said siding may be appropriate if it conforms to the design theme. Staff recommended the commission decide whether the proposed lap siding is appropriate for an addition to an existing masonry building and recommended approval if the commission finds it compatible.
Applicant Matt Villanola, representing the project, said the visible area above the windows will mainly be trim and wide masonry‑style boards and that the new parapet and windows will limit views of lap siding from the street. He described the third story as primarily a viewing or amenity room with high‑quality interior finishes and said the adjacent garage will be completed to support tenant parking.
Members of the public spoke in support; Christopher North, 611 Oregon Street, said he looked forward to the project and believed it would be a positive addition to the area. Commissioners discussed whether the commission should request a material sample to clarify lap‑siding appearance; several members said a physical sample would have helped. The commission moved to approve the design and materials as shown in the staff report; the motion carried 7–0.
Staff will record the decision and the applicant indicated the garage and other previously approved components will proceed as part of completing the overall development.
