The City of Oshkosh Plan Commission voted unanimously to approve a specific implementation plan (SIP) amendment to allow an ambulatory surgery center at 2130 South Washburn Street.
Planning staff told the commission the 3.09-acre parcel is zoned suburban mixed use with an existing plan development overlay and described prior approvals for building entrance modifications and an SIP amendment for a monument sign. The current request would demolish interior space in a vacant suite to accommodate an ambulatory surgery center, modify the parking lot by removing 328 square feet of landscape area and 16 parking spaces, and add a patient pickup area and refuse enclosure.
Staff said the facility would need to meet code parking requirements (1 space per 300 square feet for personal or professional service uses) and reported the site would still have 96 parking spaces after the change. Staff also described proposed refuse enclosure materials, lighting modifications (with property-line lighting to be addressed in SIP review), and that the proposed elevations and materials are consistent with prior approvals; staff recommended approval with the conditions listed in the staff report.
Commissioners asked whether the ambulatory surgery center is associated with a health organization or local hospitals. Planning staff said it appears associated with the existing Vision clinic on site but that the commission could ask the applicant for clarification. No members of the public spoke on the item.
There was a motion to adopt the staff findings and recommendations; the motion passed 7–0 (Mister Bowen: yes; Miss Prowl: yes; Mister Rucker: yes; Mister Bellville: yes; Miss Davey: yes; Mister Lowenstein: yes; Vice Chair Keefer: yes). The approval moves the project forward; staff and the applicant will address outstanding SIP-level details — including lighting at property lines, signage, and relocation of removed plantings — during the formal site plan review.
