Board allocates $60,000 in ARPA funds to advance downtown hotel TIF filing and phased development work

Planning Director Ed Bove updated the board on Tax Increment Financing (TIF) work and asked for a $60,000 allocation from funds formerly labeled ARPA to support attorneys, project management and phased filing work tied to a proposed downtown hotel and related infrastructure.
Bove said the city authorized earlier TIF expenditures in 2021 and 2023 and that preliminary comments on the TIF district look favorable; a final TIF district approval from the state could come in the next few weeks or in April. The requested funds would cover consulting, legal work and project management required to prepare a phased filing and a possible bond vote this November.
At least one committee member reminded the board that the $60,000 balance is expected to be reimbursable through TIF increment or bond proceeds: "This money is reimbursable down the road, either through the bond or through increment," a member said during the discussion. Supporters argued momentum matters; the work has proceeded for more than two years and consultants are already performing tasks that must continue to keep the schedule for a 2026 construction season.
The board suspended rules to take the item up and approved the $60,000 allocation and authorizing the mayor to sign the consultant contract by roll call, 9–1 (Alderman Donahue voting no). Members noted the remaining ARPA balance before the allocation was roughly $63,000.
Officials said the consultant work will include development-agreement drafting, phased filing, infrastructure planning and voter outreach and communications to prepare for a potential bond vote. If the TIF district and bond move forward, the work is intended to be reimbursed from tax increment generated by new development.
