Water authority seeks clarity on community sewer trustee, service‑area maps and permitting

Authority staff said they have not had negotiations with Community Services about transferring trustee responsibilities and that the authority will draft a letter to the state Environmental Protection Division (EPD) requesting an update on whether a trustee has been named. Board members said the issue has been outstanding for an extended period and that EPD can approve a trustee that is not a government entity, provided the trustee can operate and maintain the system.
Several board members raised concerns that Community Services has been permitting and moving forward with projects in areas the authority believes are on the water authoritys service map. The authority said it has a service area map on file with the Department of Community Affairs (DCA) and has memorialized its positions, but the city of Griffin has not approved the authoritys version of the map. Board members worried that inconsistent maps and an unconfirmed trustee would complicate future service delivery, development reviews and intergovernmental permitting (for example, permit crossings of state routes).
Staff said they will send a letter to the state requesting clarity on trustee status and whether EPD has named a trustee; they also asked the county commission to push the matter if needed. No formal vote was recorded on naming a trustee or changing the service map during the meeting.
