The Surprise City Council held a public hearing Feb. 4 on annexation case FS24-0623, the second of three meetings required under state law for the proposed incorporation of two vacant parcels totaling 5.41 acres into the city.
Staff described the location as parcels south of the Central Arizona Project, east of Buckeye city limits, north of the future Bursley Road alignment and west of the future 250 First Avenue alignment. Staff said purple on the map shows existing Surprise boundaries, with the two parcels currently in Maricopa County. If annexed, the parcels would be incorporated into the City of Surprise.
Staff noted the first hearing occurred Jan. 7 and identified this meeting as the second required meeting to consider the petition within the 30-day waiting period, referencing Arizona Revised Statutes 9-471(A)(3) as the governing statute for timing of the hearings. No members of the public registered to speak; Councilmember Greenberg asked about lot dimensions and was told the parcels are about 55 feet wide though staff did not have the length on hand.
There was no motion or formal action at the Feb. 4 meeting; staff and the applicant remain available for follow-up and the hearing sequence will continue per the statutory schedule.
Why it matters: Annexation changes municipal boundaries, can affect future development and services, and must meet statutory hearing and petition timelines.
