The Surprise Planning and Zoning Commission on Feb. 20 approved a conditional use permit and site plan for a 2,417‑square‑foot Chipotle restaurant with a single‑lane pickup drive‑through on a 0.67‑acre parcel at the southwest corner of Litchfield Road and Waddell Road.
The permit passed on a 7‑0 voice vote after planning staff said the project meets the city’s Land Development Ordinance and applicable drive‑through standards. Approval will allow the restaurant to be built in the Marley Park Square Commerce Center within the Marley Park planned area development (PAD).
Leslie, planning staff, told commissioners the applicant proposes a roughly 2,400 square foot Chipotle with 30 parking spaces provided; the city’s requirement was 16. “They don't have an ordering facility,” Leslie said, describing the proposal as a single‑lane “Chipotle Lane” intended for pickup only. Based on the applicant's queuing study, the lane provides stacking space for seven vehicles, Leslie said.
Staff said the plans were reviewed against Title 17, Section 17.208.080 (drive‑through use standards) and the Land Development Ordinance. Leslie said the proposal complies with required separation from residential uses, on‑site circulation, landscaping standards and the approved palette for the Marley Park area. A neighborhood meeting held Nov. 11 drew no attendees and staff reported no written correspondence or phone calls objecting to the project.
Chair Holland opened a public hearing; no members of the public spoke on the item. After hearing no commissioner questions or comments, a commissioner moved to approve the conditional use permit with stipulations listed in the staff report; a second was recorded and the motion passed 7‑0.
Votes at a glance: The commission also approved the Jan. 16, 2025 meeting minutes earlier in the evening by voice vote (motion passed, 6 in favor). That consent item drew no substantive discussion.
The commission closed business and adjourned shortly after the Chipotle item; staff did not identify any outstanding conditions or a required follow‑up at the hearing.
