The actions respond to an August 22, 2024 writ from Contra Costa Superior Court that required the city to revise the EIR’s wildfire evacuation analysis and related documents. Staff said the revised EIR adds a new impact threshold for evacuation constraints, expands review of emergency response plans, incorporates a supplemental 2024 evacuation analysis and a 2025 follow‑up analysis, and added 11 mitigation measures addressing evacuation coordination, grant pursuit, MOFD staffing and use of technology.
