Consent agenda and contract approvals: The council unanimously approved the consent agenda, which included: consideration and signing of disbursements and a water-warrant; receipt of FY25 second-quarter financials; approval of a lease-extension memorandum of understanding and third-party agreement for Cairns Arena; a two-year extension of auditing services with RHR Smith and Company for fiscal years 2025 and 2026; acceptance of a State of Vermont Class 2 roadway grant to pave Cheesecake Factory Road; award of the FY26 annual paving program contract to Pike Industries; and approval to apply for a municipal planning grant for strategic growth work in the city’s southwest area.
Social services allocation process: Councilors approved a new application-based process to allocate FY25 social-service funds. City staff said the process will be open to the 15 current recipients and additional interested non-profits; councilors voted unanimously to adopt the new procedure and authorized staff to implement the timeline and application form.
Police chief hiring: City Manager Jesse Baker reported the police-chief hiring advisory team was fully assembled as of the start of the meeting; councilors confirmed the advisory-team formation and staff said listening sessions with the advisory group will be scheduled in April.
City manager annual review: The council reviewed the annual evaluation of City Manager Jesse Baker and approved the evaluation unanimously; councilors praised Baker’s onboarding work with new councilors and her overall performance. The city manager’s current contract runs through June 2026.
Liquor Control: The council convened as the Liquor Control Commission and unanimously approved several licenses, including first- and third-class licenses and outside-consumption permits for multiple businesses (DoubleTree, Olive Garden, Sugar Snap LLC, Walgreens tobacco substitute endorsement, Vermont Pool and Bar, and commercial catering and kitchen licenses referenced in the meeting). The council then exited Liquor Control and adjourned the meeting.
