West Bend approves two street reconstruction contracts, including full utility and lead-lateral work

West Bend City awarded two construction contracts on March 17 to complete major street and utility work on Kilbourne Avenue/Third Avenue and Edgewood Lane, a city staff presenter told the Board of Public Works.
The awards—recommended after bid review—authorize comprehensive reconstruction that will replace sanitary sewer, water main, storm sewer, curb and gutter, sidewalk and asphalt and include replacement of public and private lead water laterals under an agreement with Washington County.
City engineering staff said the low bidder on both projects was the same contractor, and the board recommended awarding contract 2501 (Kilbourne Avenue from Main Street to Indiana Avenue and Third Avenue from Sycamore Street to Kilbourne Avenue) to Dorner in the amount listed in the bid, $4,527,980.22, with a contingency allocation of about 5.68% for a total not to exceed $4,785,000. The board also recommended awarding contract 2503 (Edgewood Lane between Wisconsin and Indiana) to Dorner for the bid amount of $1,480,961.55 and authorized an allocation not to exceed $1,565,000 including contingency.
Why it matters: both projects include full underground-utility replacement and private lead lateral work that the city will replace within the right-of-way and replace private laterals outside the right-of-way under a funding arrangement with Washington County. The Kilbourne portion will also receive partial funding from the Wisconsin Department of Transportation Local Road Improvement Program, staff said.
City presenter Max told aldermen the engineering and utility work will be coordinated across the two projects because of shared storm sewer at the Kilbourne/Third intersection. Bids received: two for contract 2501 and three for contract 2503; staff said they reviewed low-bidder qualifications based on prior city work and found the bidder capable.
On schedule, Max said the contractor planned to begin work in early April with Kilbourne/Third first; underground crews would complete the first project and then move to Edgewood around the second week of July. He said the contractor intends to run multiple crews and expects both projects to be completed by October.
Discussion at the Board of Public Works included timing and phasing questions from Alderman Bergquist about how the contractor would sequence multiple projects. Max said he met with contractor Todd Dorner to confirm the schedule, crews and preconstruction coordination; a preconstruction meeting was scheduled for the week after the board meeting.
The board voted to award both contracts; Alderman Allen moved the motion to award contract 2501 and Alderman Schmidt seconded. For contract 2503 the motion to approve was made and carried (mover recorded as Alderman Allen; second not specified in the record). The board vote on each contract was voice, with the chair declaring the motion carried.
Additional details: the contracts will replace public lead laterals within the right-of-way and replace private lead laterals outside the right-of-way under the county funding agreement; Washington County will reimburse the city for that lateral work after contract completion. City staff reported previously budgeted capital funds and utility budgets will cover the projects along with the listed state and county funding.
The Board of Public Works approved both contracts and adjourned.
