The City of Surprise Planning and Zoning Commission voted 7-0 March 6 to approve a use‑only conditional use permit for Manny's Place, a beer‑and‑wine bar in an existing multi‑tenant retail building at the southeast corner of Bell Road and Citrus Road (Case FS24‑1209), subject to stipulations A and B.
The permit covers a proposed occupancy in the westernmost suite of an existing 10,149‑square‑foot retail building. Planning staff described the suite as 2,200 square feet of indoor space with two outdoor patios of about 600 and 765 square feet; the meeting agenda lists a single figure of 2,965 square feet for the proposal. Staff said 28 parking spaces are required and 68 spaces will be provided. Access points include a left‑in from westbound Bell Road, a right‑in/right‑out from eastbound Bell Road and a right‑in/right‑out on Citrus Road; pedestrian links to adjacent development were also shown in staff materials.
Planning staff said the proposal meets Title 17 separation and use criteria for bars, pubs and taverns. Staff materials showed the site is about 332 feet from the nearest residential zone (meeting the 300‑foot separation requirement) and roughly 700 feet from the nearest high school (exceeding a cited 500‑foot school separation requirement). An outreach meeting was held Jan. 9 at the Alora Surprise Community Building; staff reported one resident attended and raised questions about parking near the high school, pedestrian walkways and hours and capacity.
Commissioner Perry, who told the commission he attended the neighborhood meeting, said he was impressed with the applicant’s vision and that the hours and parking seemed appropriate adjacent to nearby apartments. “I was impressed with what their vision is for this,” Commissioner Perry said.
Planning staff recommended approval with stipulations A through E; the motion on the floor approved the use‑only CUP for Manny's Place subject to stipulations A and B as outlined in the staff report. The motion passed by a 7‑0 voice vote.
No members of the public spoke during the public hearing on this item and city staff and the applicant were available to answer commissioners’ questions during the meeting.
The commission did not place additional conditions beyond the two stipulations included in the motion. Any future changes to the operation that would conflict with the approved use or the council’s zoning code would require separate approvals or amendments.
