Dallas County honors employees, names employees of the month and presents retirement resolutions

During its March session the Dallas County Commissioners Court formally recognized the county employee‑recognition program and presented a string of retirement resolutions for long‑serving public officials.
The court adopted a resolution saluting employees of the month for March 2025; the list read into the record included Veronica Hood (County Clerk), Regina Foulkes and Carly Turner (Criminal Justice), Elisa Rajan (District Clerk), and other employees across county departments.
Later the court approved retirement proclamations honoring Mike Eastland, executive director of the North Central Texas Council of Governments, who was recognized for decades of regional public service; Michael DeLara, a constable’s office employee retiring after 31 years with the county; and John W. Carlo, a Dallas County attorney retiring after 31 years of service described by colleagues as centered on mental‑health advocacy in the criminal justice system.
Mike Eastland spoke after his proclamation and thanked the court for its recognition of his regional service. John W. Carlo and colleagues from the district attorney and public defender offices recalled his mentorship and contributions to the county’s mental‑health court and related work; Carlo addressed the court briefly and thanked staff and family.
All recognitions and retirement resolutions were adopted by voice vote and recorded in the minutes as carried unanimously.
Ending: County leaders said the intent of the program is to publicly acknowledge career service and to encourage ongoing collaboration between county departments and regional partners.
